DECLARATION ON TERRORISM AND FOR THE RULE OF LAW ON EARTH

Being witness, in the latter part of the year 2001, to the spread of terrorism as the dominant force in a lawless world, we must speak out for an alternative:

WE CONDEMN THE TERRORIST ATTACKS that destroyed the World Trade Center and human occupants in New York City, and part of the Pentagon with human occupants. No reasons were given for these attacks. However, the twin towers of the World Trade Center were both the most conspicuous symbol and the largest operating center for economic and financial domination of Earth for the private greed of those in control, while most people of Earth live in poverty.

WE CONDEMN ALSO THE TERRORIST REVENGE by the Government of the U. S. A. in the unjust and repeated bombing of many cities and villages in Afghanistan with their human populations, that appear to be attacks in blind support of unjust domination of the Earth for the private greed of a few;

WE DENOUNCE all talk, preparations and actions for a possible long war, which is not to defend democracy and civilization, but only to demonstrate the military might of the U.S.A., as usual, in support of the economic exploitation of Earth.

WE DEPLORE and condemn the present condition of international anarchy that allows human affairs to be mismanaged for the primary advantage of a few, while most of the People of Earth suffer in poverty, disease, hunger and multiple injustices which lead to terrorist acts.

The remedy, however, is not punishment of the humans or organizations or governments acting lawlessly and called terrorists. The remedy requires the establishment of fair rule of law for the entire Earth, and then the correction of unjust conditions for living under lawful procedures.

To establish the fair rule of law for the entire Earth requires, first an elected World Parliament through which the People of Earth can decide the laws which they need to solve global and international problems for their common benefit, and correct all conditions of injustice, beginning with financial and economic justice;

And requires, second, a World Administration with necessary World Ministries and an Executive Head to carry out and implement the world laws adopted by the World Parliament;

And requires, third, a World Court System which can legally and properly adjudicate disputes and legal questions of all kinds under the rule of law.

To provide for an elected World Parliament and a well designed World Administration and World Courts functioning in accord with the rule of law, requires a well-designed World Constitution. This means, in fact, the establishment of a Federal World Government, which has been recognized for more than a century as the primary requirement for the fair rule of law to properly manage human affairs on Earth.

For this purpose, a CONSTITUTION FOR THE FEDERATION OF EARTH has already been well prepared and drafted at several sessions of a World Constituent Assembly and Provisional World Parliament, and is ready now to be made fully operative when ratified by a sufficient number of the nations and people of Earth.

WE, THEREFORE, AT THIS TIME WHEN TERRORISM HAS EXPOSED THE CONDITIONS OF INTERNATIONAL ANARCHY AND MANY INJUSTICES, DEMAND AGAIN THAT THE NATIONAL GOVERNMENTS AND THE PEOPLE OF EARTH SHALL EXAMINE AND RATIFY THE CONSTITUTION FOR THE FEDERATION OF EARTH, SO THAT THE PROPER RULE OF LAW CAN BE QUICKLY ESTABLISHED AND INTELLIGENT WORK GO FORWARD TO CORRECT INJUSTICES.

We emphasize that the first necessity at this moment in human history is not to bring terrorists to justice, even after constitutional world courts are established. The first urgent necessity is to correct the many injustices under which most of the People of Earth are suffering.

Equally urgent is to achieve complete world military disarmament, and to reverse present and on-going climatic changes. These two unsolved world problems, more than any others, threaten total disruption and even cataclysmic destruction of human civilization on Earth, and are several hundred times more threatening than terrorism.

Moreover, we call attention to the dozens and hundreds of other global and international problems that need solutions under Federal World Government, so that all People of Earth can have equal opportunities for happy living in a sustainable environment, thereby removing causes for war and terrorism. As for those humans who have resorted to terrorism, it is important to remember that terrorism is a tactic that is used in a lawless world. Who is responsible for the present international anarchy? Is it the nongovernmental terrorists? Or is it the leaders of National Governments who have refused for decades to consider and adopt a lawful Constitution for Federal World Government? Who, then, should be punished first, if anyone: The terrorists or world leaders who have failed to help establish a Federal World Government, under which world problems could be solved peacefully?

For punishment, those who piloted the airliners with helpless passengers into the World Trade Center and the Pentagon have already paid the supreme penalty: They are dead, and cannot be returned to stand trial in court. Who else to charge in court for the ghastly terrorism of September 11 is in dispute. But who to charge for commanding the terrorist bombing of cities in Afghanistan is well known. The chief commander of this around-the-clock bombing even brags on television of giving the command to bomb. Besides those killed, this daily terrorist bombing has caused millions of innocent people to flee their homes in terror, and now to suffer the terror of starvation, while all people on Earth live in fear of escalating war.

Hasn't society as a whole already paid the price for terrorism of many kinds-including the terrorism of equipping nations with nuclear weapons sufficient to kill everybody on Earth dozens of times? And the costs which can be measured in hundreds of trillions of dollars for all the unsolved global problems of the 20th Century, which include miserable conditions of living for more than half of humanity?

Who can be brought to justice for all of the ruined lives and manifold damages that have been done? Instead of endless recriminations, isn't it better, before the terror of war spreads further, to proceed as rapidly as possible to establish lawful democratic World Government under the already drafted Constitution for the Federation of Earth-under which conditions of justice and happy living can truly replace terrorism and war?

Finally, we call upon all people and organizations who see merit in this DECLARATION to join in a global peoples movement to accomplish the alternative defined herein, to sign and return this DECLARATION to the World Constitution and Parliament Association, and in every way to give this Declaration wide publicity.

The growing list of signers of the DECLARATION ON TERRORISM AND FOR THE RULE OF LAW ON EARTH will be published from time to time. The original signers responsible for initiating and circulating the Declaration include the following :
