Hon’ble Sir/Madam,

On behalf of over 27,000 students of City Montesorri School (CMS), representing world’s two billion children and generation yet unborn, we take great pleasure in inviting you to the 5th International Conference of Chief Justices of the World on Article 51© of the Constitution of India to be held in Lucknow (India) on 10th, 11th, and 12th December 2004.

CMS is recongized by the Guiness Book of World Records as the world’s largest city-school with over 27,000 students on roll. CMS is also the world’s only schoolto receive the UNESCO Prize for Peace Education, in the year 2002. CMS upholds that “School must act as a Lighthouse of Society” and provide mainingful education, spiritual direction and leadership not only to students but also to the parents and the society at large, and must concern itself with the affairs of the age. Hence this initiative on children’s behalf.

Victor Hugo once observed: “There is one thing stronger than all the armies in the world and that is an idea whose time has come”. We beileve “Enforceable International Law” is the IDEA whose time has come, and this is the theme of the Conference. In the four conferences convened by CMS, Hon’ble Justices from a large member of countries of the world unanimously endorsed the idea of urgent need for universally applicable enforeable International Law, which alone can ensure world unity and world peace.

A highlight of the ensuing Conference will be a presentation by CMS students – on behalf of wordl’s two billion children and generations yet unborn – wherein they will appeal to the World Judiciary to safeguard their future including their right to a safe and healthy ecology.

Over half a century ago, on 24th October 1945, when representatives from 51 counries ratified the UN Charter – two months and 18 days after the bombing of Hiroshima, when humanity itself was wounded – they were motivated by the noble desire to save succeeding generations and children born and yet to be born who are the common denominators of all nations, from the scourge of war. The founding fathers of United Nations realised that unity is a prerequisite for peace and that there can be no world peace unless there is world unity.

However, the framers of the UN Charter failed to devise a “common thread” for building member countries into one global family. In the absence of such a “common thread” the UNO has become an organization of “Disunited Nations”. The killing power of the countries with veto power are causing fear and suspicion amongst other countries who, for their survival, seek similar killing powers by dveloping nuclear and other weapons of mass destruction. The present UNO has not been able to unite the world or to bring about world peace, hence a new International Political order is imminent with a duly constituted World Parliament empowered to enact enforceable World Law, without which humanity will be doomed.

If we have to save humankind from the impending catastrophes of a nuclear holocaust and ecodisaster and from vicious threat of terrorism, humanity has to find a common thread for binding all the countries of the world into onr global family. The time has come to unite the world in one thread og “Enforceable World Law” because only universally applicable “Enforceable International Law” can regulate international behaviour and bind all countries by thread of law and prevent acts against humanity, thus realizing the ancient Indian concept of “Vasudhaiva Kutumbakam”, that is “The Earth is but One Country and Mankind its Citizens”. In this regard Article 51 of the Constitution of India acts as a beacon which, interalia, provides for fostering “respect for international law”.

Children of the world are the common denomonator, the reason why all countries must come toghether to this CMS Peace Table laid on behalf of world’s two billion children and generations yet unborn – to banish the scourge of wars forever. We therefore invite you to the 5th International Conference of Chief Justices of the World and support the children’s call for a New World Order with a duly-costituted World Parliament empowered to enact Law Enforceable International Law that is applicable to all the countries and peoples of the world with no provision for any veto or special powers for anyone.
