Dear Professor Philip and Eli Isely,

1. Many thanks for your Congratulations to me in the e-mail message from Oct.09.02. And thanks for sending the magazine Across Frontiers of Sept.2002 to professor Cheng Fu Hu and me. We have a pleasure to work together to work together with you to achieve our common goal for humanity.
China is one of the biggest countries with the largest population in the world.. The good or bad status of activities on protecting earth in China will influence the world environment greatly. Because of the backward education cause in the past 1960’s-1970’s of China , the Chinese people’s culture level are lower and lack of awareness of protecting earth. We shall bear the hard burden of education and propagation for the philosophy of ONLY ONE EARTH.
Yet, we meantime face the difficult position of being short on funds, owing to the long-term planning economy of our country. The limited salary only maintain our basic life daily. In order to acquire the funds for supporting our activities , we hope to explore the business of Solar Panels both for electricity and for heating/cooling, or the business of T-shirt and tops in your proposal stated in the magazine ACROSS FRONTIERS of January-February 2001 issue.
How to cooperate with ? What is the best methods of performance? We would really like to listen to you.
2. When we settle the problem of funds , we shall undertake a research of globalization philosophy in Chinese people through the investigation with form of questionnaires, cooperating with the students and teachers in the universities, with the young people around 45 years old, working in the various fields, we shall complete a paper on opinion trends of globalization from young Chinese people.
3.We shall establish a working group in China to propagate “One Government for the whole Earth”, under The Constitution of the federation of Earth”, and train young people . So we need the formal study and training course from you. Your kind instruction will be highly appreciated.

Re: Enquiring Information on World Government


Dear Sir,

I am writing into your office regarding the subject stated above. Much have been heard about the World Government, Global Finance and so forth. There is still confusion in the local part of some part of the developing countries. Papua New Guinea is one of these countries.

As an educationist, I still do not fully understand what the world leaders are discussing and where they are taking us into. What I know is to fight for the right of my country from the great influence from Western world.

With the total enrollment of 410 students and staff strength of 12, I am unable to precisely tell them the true information about the role and function of the New World Government. Thus I am really urging you to assist me provide some informative materials that I could use to inform them after I know it myself.

Your assistance is highly valued as a vital aid to tell the students, staff members, the local people and the rest of my own people in the District, Province and the nation as a whole.

From Dr. Roger Kotila to Mr. Jiri Polak

Dear Jiri Polak,
I am afraid that your argument against “speculating “about a world parliament will delay us in getting what we now urgently need to “save-the world”. WE CAN NO LONGER WAIT .World anarchy and weapons of mass destruction will require noting less than a democratic world federation. Einstein and others knew this. Otherwise, the nations will never disarm. The world must unite.
Please, read “Rationale for Worlds Constituent Assembly” written by Philip Isely, Secretary General of the World Constitution and Parliament Association, which is highly relevant to current discussion. This brilliantly written document was the prelude to the drafting of the Constitution for the Federation of Earth , now presented for ratification around the world.
WCPA has correctly anticipated the future dangers not only of war and weapons of mass destruction, but also the ecological crises and human rights issues such as poverty and authoritarianism. They therefore proceeded to write a world constitution with a world parliament, realizing that the United Nations Charter was inadequate and therefore the UN would continue to fail miserably all too often in solving critical world problems.
For you to argue now that we should wait to change the structure of the world system is sheer madness if not suicidal (in my opinion), and will bring us more of the inadequate and to weak tools activists already have to deal with crisis after crisis… while the corrupt nations (“bought and paid for”)
and megacorporations/investment banks laugh at us.
Rob Wheeler and I are in complete agreement on the Urgent need to begin building a democratic world parliament. Our goals are similar : To have a vehicle which might actually be able to give us peace, environmental sanity, and human rights for all. And a new world system (world parliament) is the only practical way that might be able to be effective, We must unite. We must do this.
Rob Wheeler and I differ on strategy : I feel strongly that we should immediately begin using the
CONSTITUTION FOR THE FEDERATION OF EARTH ( aka “Earth Constitution) developed over a 30 year period by WCPA with worldwide participation from men and women, from rich and poor. I feel that more “world constituent assemblies” will delay establishing an emerging democratic earth federation which is needed NOW.

Nevertheless, many top activists , Like Rob, feel that it is important to go through this ( world constituent) process perhaps to help build support and stimulate thinking. In this case, developing the –“e-parliament” tool may prove be a god idea.
One way or the other, I urge to study WCPA’s work since they have gone through this process, been endorsed over the years by at least a dozen Nobel prize winners and other notables, and their successful efforts can save us years and years of valuable time.
I have encouraged Rob to help develop the “Peoples Assembly” since the CONSTITUTION FOR THE FEDERATION OF EARTH calls for a “House of Peoples” consisting of up to 1000 districts.

Those of us who have finally acknowledged that a (democratic) world federation is indispensable to reach our goals for peace and disarmament( environmental health and human rights), must push forward now before it really does become “too late”. WE CAN’T WAIT NO LONGER.

A letter from Doug Everingham to GPAforum

For over 50 years I have supported the goal of democratic constitutional world federation to regulate international anarchy. I have supported Philip Isely and other pioneers in producing and promoting the Constitution for Federation of Earth (CFE) after an unmatched series of global conferences. I’ve supported GREN; their campaign to seek global ratification and commitment to global elections. The net score of national governments ratifying remains, I think, at nul. Therefore I support what Dr. Roger Kotila sees (since “we can’t wait any longer”) as “waiting” to change the structure of the world and “ delaying” the federal democracy goal by holding other sorts of constituent assemblies.
Such calls for immediate cure and discouragement to interim measures has been, I think, a major discouragement of voters and governments to embrace CFE. Far from delaying CFE ; building grass roots support among NGO’s and UN organs is more likely to gather support of voters and political parties. People I speak to fear more of the inhumanity of government, especially big government, overwhelming UN organs as well as NGO’s. They fear, I think, than what looks like insistence by Dr. Kotila and some WCPA-alone-first advocates for immediate acceptance of a detailed (55page) Constitution and 11 world “legislative Acts” (as at Jan 1988). Rob Wheeler and I may have different priorities , but it is counter-productive to label anyone’s priorities wrong because they are different. In fact common sense suggests all avenues of persuasion ought to be encouraged and seen as support, not delay en route to the common goal.
I know existing persistent and relatively democratic federations did not arise from WCPA-style detailed cut and dried constitutions prepared without early involvement of existing (such as Swiss, Australian, North American) confederating component administrations. That is perhaps why, for example, Troy Davis, though a productive promoter of CFE, acknowledges the value of the ISPO approach: collecting signatures of voters to persuade national election candidates and thence parties and governments to seek supranational consensus on particular issues which are within the legislative competence of national governments but issues they dare not regulate without general simultaneous legislation by rival governments in a world where they are at the mercy of stateless global banking and industrial cartels the moment they do anything to give another country a competitive advantage in the race to attract investment, jobs and growth, a short-sighted fundamentalist devotion to big business preference, subsidies and feather-bedding at the expense of citizens in general and the environment.
It is not just economic fundamentalism of the Wall street- Washington consensus that deters governments from putting people and posterity before profits and growth. It is the involvement of public opinion and its posubjugation to “maffiacs”-military, administrative, financial, fundamentalist, industrial and academic complexes like those Eisenhower warned the world about.
Here are some steps that I think can only hasten success for Dr.Roger Kotila’s eventual aims:
1. Join ISPO (web site www.simpol.org)
2. Within reason, when voting give preference to ISPO adopters
3. Advise any social action group in which they are involved to do likewise
4. By being one among the readers of Across Frontiers , I would like to congratulate you in gathering issues concerning our Planet Earth from different parts of the world.
I agree that the planet Earth is failing a lot off problems such as wars, dishumanity ,diseases, environmental degradation and many much more. All in all , the world is in trouble. There fore , what should be done in order to rescue Earth and its inhabitants, that is a question.
For example, the issue of USA under President Bush and Iraq under Saddam has now open another page after the Sept 11. In my opinion, I would suggest that the better way of suppressing the conflict between these two states is peaceful negotiations; since the use I of violence, threat or war will not cure the conflict through they might stop for a while, but still the conflicts will take its channel.
We all know that diplomacy is an act of conducting official relations between two states or international organizations in an intelligent and skilful way to promote peace through negotiations, then they can agree to one another, if they allow this principle perhaps rather than the use of battles.
Therefore, as an Provisional World Parliament Sessions continues till World Government established, they have to be more efforts on how to rescue the Planet Earth and it’s inhabitants since catastrophies and natural calamities, including wars, is the problem. Also we should ask ourselves why war never stop in Rwanda, Somalia, Palestine, and Israel. There is a need to gather more effort by finding other alternatives to stop the war.

Dear Philip, 15Jan,03

Let me congretulate you for your forthcoming conference of the WCPA sceduled for February 11,2003.
I just returned today from New York where I attended some United Nations meetings this past Monday and Tuesday. The UN remains the ideal instrument for peace theoretically but, in practice, most of the nations represent only the elite in the government and not the people.
The work of WCPA is paramount importance and of absolute necessity because it involves the welfare of all people of all nations without exeption.Keep up good work. I am sending you hre below an article of mines, which I might have sent you, for purpose of sharing it with others in WCPA. The article is entitled : Weapons Industry : Source of Terrorism.
