HOW
TO BEGIN WORLD GOVERNMENT

1.
Get the CONSTITUTION FOR THE FEDERATION OF EARTH ratified
by a minimum of 25 national governments. Popular referendums
to follow.
2.
Call, organize, and hold a FOUNDING RATIFICATION CONVENTION
as the venue for ratification by the first 25 national governments,
or more than 25.
3.
Get a friendly national government to host or convene the
Founding Ratification Convention, in order to gain positive
participating responses from national governments, particularly
of developing countries. (National governments
are not likely to pay attention or respond to a Call issued
only by non-governmental persons.)
4.
Obtain pledges of a minimum of $250,000,000 from the first
25 national governments, which will come to the Founding Ratification
Convention. Get down payments of ten percent in advance.
5.
Issue a supporting Call to the Founding Ratification Convention
by the Global Ratification, and Elections Network.
6.
Publish a detailed description of the organization, and work
of the first 15 to 20 beginning Ministries of the World Government,
and find people capable to begin the work of each World Ministry.
7.Obtain a confirmed location for the Founding Ratification
Convention, and for beginning the work of the World Ministries.
(More than one location for World Ministries may be desirable.)
8. Prepare
to begin the Global Finance, and Credit System concurrently
with the Founding Ratification Convention. This may require
a global banking set-up.
9. Prepare
to issue Global Credit Cards for distribution, and use concurrently
with beginning the new Global Finance, and Credit System See
World Legislative Ace number eleven.)
10. If
possible, organize a first Global Exposition which, will serve
as the venue within which the Global Ratification Convention
is held. (See Global Exposition leaflet.)
11. The
promotion of Declarations of World Territory can
be helpful ancillary action, which many GREN organizations
can take.
12. Obtain
$1,000,000 in pledges to carry the work forward for the next
two year, (1992-1993) with a
