2003 Organize, and Hold the first session of the Founding Ratification Convention (RFC). This should be in the country which offers the best convention facilities gratis, and which can attract maximum participation. An official invitation from the Head of Government of the Host Country is required. The first World Ministries of the World Government begin to get organized.
2004 A second Founding Ratification Convention is held. Participation by a minimum of 25 national governments is required, which will ratify the Constitution for the Federation of Earth. Concurrently, a first Global Exposition, and Fair (GEF) should be organized, for which participating governments will finance. The first 12 to 15 Ministries of the World Government Ministry to introduce the new Global Finance, and Credit System as described in IMMEDIATE ECONOMIC BENEFITS OF WORLD GOVERNMENT.
2005 The First Operative Stage of World Government can begin. The objective will be to reach a total of at least 75 ratifying nations. Public elections for the World Parliament will be held in ratifying countries. A second GEF can be organized, with major financing provided by the new Global Finance, and Credit System.
2006

Another 50 nations may ratify the Constitution for the Federation of Earth. A second session of the publicly elected World Parliament will be held, and work on implementing solutions to global problems. When more than 50% of the nations/countries of Earth have ratified, the Second Operative Stage of World Government can begin. A third in the series of GEF’s will be held, to promote everything.

2007 The objective will be to get ratification of the CFE by another 50 nations/countries, to bring the total number ratifying over 175. Preparations will then be made to put into operation the Full Operative Stage of World Government, providing the total number of ratifying nations/countries includes “eighty percent or more of the nations of Earth comprising at least ninety percent of the population or Earth”, as specified in the Constitution for Federation of Earth.
